Introducing SCATs
SCATs are questionnaires that assess factory performance on sustainable compliance issues. Each SCAT measures factors such as policy, procedure, training, implementation, communication, documentation, workers integration and awareness, which are all considered important elements and serve to paint a comprehensive picture of a factory’s compliance performance.Measuring the risk of non-compliance
The risk of non-compliance is raised significantly if any or several of these factors are missing or incomplete. A score of below 3 on a scale from 1 to 5 indicates substantive problems and a real risk of non-compliance. In order to assess progress, the SCAT questionnaire is repeated at the end of a defined period of time (in general 6 or 12 months). The SCAT method: Quantitative & Visible
SCATs are quantitative tools with a range of multiple-choice questions, the answers to which score either in favor or against good performance in compliance terms. SCATs are embedded in a comprehensive problem solving process that starts with an analysis of needs, presents capacity building tools to address those needs and communicates measurement of progress. Progress is only possible if the starting point is identified correctly and candidly. Factories are thus encouraged to provide accurate data for the baseline assessment - the more accurate the data, the greater the prospect of substantial improvement.After some 12 months of capacity building, the SCATs are administered again in order to assess impact. This impact assessment is conducted by an external assessor. By comparing the first and second result we can observe the factory's progress and at the same time test the integrity of the initial data.
