SCOPE Workers Interviews
Embracing the workers’ perspective
Introduction
Under FLA 3.0 a factory goes through the process of gap analysis (baseline study), capacity building and impact assessment. In order to ensure the accuracy and sustainability of the process workers should not be left out of any of these steps. Workers perspectives should be part of the baseline study, they should be involved in the capacity building and their experience and perception of change is an essential criteria when it comes to measuring impact. This document describes how the workers’ view is incorporated in the baseline study and the impact assessment.Method & Organization of Interviews
We propose a standardized and quantitative survey design. Workers will be asked to answer a questionnaire mainly comprised of multiple choice questions. Workers will answer questionnaires which were read out and explained to them before hand. All worker's interviews are anonymous, and the protection of workers participating in this survey will be assured.Sample
The workers will be chosen randomly from a list of factory workers. The sample size will be adapted to the size of the factories work force.Tool: SCOPE
The survey instrument used will inquire about a specific compliance issue (e. g. grievance procedure) from a workers perspective. It is constructed along the same lines as the SCAT in order to collect comparable data. The factors tested are similar to those in the SCAT: - policy
- procedure
- workers integration
- implementation
- communication
- training
- satisfaction
- awareness
The Service provider (Interviewer)
Under FLA 3.0 all workers interviews are organized and run by FLA accredited service providers. The FLA proposes a list of local service providers which are experienced in researching labor issues and have expertise in interview and survey technics. How it works:
The venues and dates of those interviews will determined by the FLA and may be in relation to FLA 2.0 or 3.0. This is in order to ensure the independence and objectivity the interviewers and the interview process. The service provider conducts the workers’ interviews using FLA instruments and FLA methods.
The service provider prepares a simple analysis with a bar-chart displaying the average scores for every factor and some additional information on the survey (see below). He/she sends this information to the factory, involved brands and FLA.
After 12 months this process is repeated and the analysis is sent back to the factories with a bar-chart comparing the baseline and impact assessment
